Indicators are normalised against fixed 2025 percentile anchors, assigned to SP, AEP or a documented split, and equally weighted within each lens unless an approved alternative is recorded.

Missing observations are excluded rather than estimated. A domain is not published when more than 30% of its indicators are unavailable. Confidence describes evidence quality; it does not alter performance.
